Texas Promoting Independence

Texas Promoting Independence is our statewide initiative to strengthen community-based supports for people with behavioral health conditions and help them live with greater independence, choice, and dignity in their communities.

This program supports designated Managed Care Organizations (MCOs), behavioral health affiliates, and long-term services and supports (LTSS) providers through structured workforce development and implementation support.

Through evidence-based practice training, applied research, and resource development, we equip professionals, caregivers, and community partners to improve quality of life and support long-term community living.

Texas Promoting Independence (TPI):
Supporting Community-Centered Living

The 2024 Promoting Independence Plan outlines key actions and strategies to strengthen home- and community-based supports, reduce reliance on institutional settings, and improve access to services that promote independence across Texas.

How our Center of Excellence Supports TPI

We align training and professional development with the goals of the TPI initiative by offering courses and resources that support:

  • Best practices in evidence-based clinical care that enhance skill in community-based settings
  • Approaches to sustaining independence through skill-building and support planning
  • Techniques in compassionate care and connection that foster meaningful engagement
  • Research and data-informed practices that help improve service delivery and outcomes

Texas Promoting Independence is a statewide strategic initiative led by the Texas Health and Human Services Commission to expand opportunities for people with disabilities to live, work, and thrive in their communities
